Which governments are ready for the AI era?

· first posted on LinkedIn (opens in a new tab)

Which governments are ready for the AI era? Oxford Insights’ Government AI Readiness Index looks at governments’ readiness to use AI—not which country builds the strongest AI models.

Government AI Readiness Index: latest top 25 countries, ranks in 2025 and 2020.

The chart compares the latest top 25 countries’ rankings in the 2020 and corrected 2025 editions:

  • The US ranks first in both editions.
  • France ranks second in 2025, compared with eleventh in 2020.
  • China ranks eighth, compared with nineteenth; Brazil ranks twenty-second, compared with sixty-third.

The takeaway: government readiness adds another dimension to the global AI race, alongside models, chips and private investment.

How to read it

Rank movements are not a like-for-like measure of improvement: methodology and country coverage differ between editions.
